Claude bb3246f924 ci: no Build run for a commit that only changes site/ [skip ci]

Five website commits queued five Build runs (183-187), ~17 minutes of image
builds each on the server both wikis run on; the .org stopped answering.
build.yml now ignores pushes whose changes are all under site/.
