Retire v3
Move what v4 needs from v3 (the block layer, blkio, log, the platform time) into v4, and remove v3: its VM, the kernel v3 path, its capsules, the hosted build and its proofs (archived under a tag first). Captain Bob, 2026-11-08: its own milestone. #156.
