Found

experiments/bare_metal/runs/ holds 1,949 CSVs, 1,174 of them empty; none has had data since 2026-09-16. No DoE campaign has been run since (Captain Bob, 2026-11-07: "We haven't run any doe's"), but every boot (kernel/Makefile's qemu targets) creates doe-<arch>-<TS>.csv from the serial log and the acceptance commits it, empty -- noise among the evidence.

Done when

A boot writes the CSV only when the serial log has DoE rows
The empty ones removed from the tree (git history keeps them)
