Every workflow shares the group qemu (ruled 2026-11-07: a runner-image rebuild blocks other jobs). Gitea, like GitHub, keeps one running and one waiting run per group: a run that joins cancels the one waiting. Seen 2026-11-07 (runs 190, 191 cancelled by 192). So a PR's acceptance waiting when the 03:00 nightly fires is cancelled and has to be re-run by hand.

Done when

Decided: accept it (and document re-running), or a separate group for the image rebuild and the heavy runs so that, e.g., the nightly cannot cancel a PR's acceptance -- keeping "a rebuild blocks the rest"
